This Passport allows Indian nationals in those areas to travel to Bangladesh and, respectively, Sri Lanka.

The CPV division of the Ministry of External Affairs is the institution responsible with issuing and renewing Indian passports. CPV operates through Regional Passport Offices (RPO) distributed across the country. There are 37 RPOs active currently for the citizen in the various area of the Country. These areas are generally major cities in the country . For citizens abroad requesting a new passport, India’s diplomatic missions in other countries are responsible (currently 162 active).

The Passport Seva Project is a new system launched by the Government of India in the year 2007, The Passport Seva Project centralize front-end activities, like passport printing, issuance and dispatch, and online linking with the police. The Passport Seva Project is managed by the official of the government of India.

The Passport Seva Project has sole objective to make the process comfortable for applicants, faster and more transparent. The Passport Seva Project is issuing Passports to 77 local offices throughout the country, These Offices for the passport Seva projects are regionally known as the Passport Seva Kendras (PSK) and the District Passport Cells (DPC). The location of these Passport Seva kendras is available on the website for the common public for any use.

The process for the Passport Application and Renewal has taken a major turn since the Passport Seva Project launched. Currently, regular applicants being directed to the local PSK and DPC. RPO only takes certain special cases. RPO, PSK or DPC will accept applications only from citizens residing within their jurisdiction at the time of application.

How to Apply for an Indian Passport?

The Steps for the Application for the Indian Passport is given below:

  1. You should know that, for getting a passport, India allows two possible procedures: applying in person or submitting your documents and forms through e-mail, the so-called Tatkal system.
  2. There are a few documents needed for the application apart from the forms.
    1. You must have your date of birth proof, usually a birth certificate, but in special cases, a school or secondary school leaving certificate or an affidavit, sworn before a magistrate or notary, stating the date and place of your birth (for illiterate applicants) will do.
    2. In order to get a passport, India’s citizens need a proof of their current address: a utility bill, certificate from the employer, passport copy of the spouse or parents (for minors) etc.
    3. If you use the Tatkal system to apply online for passport, you also need three of the following documents:
  • Electors Photo Identity Card;
  • Service Photo Identity Card released by State/Union Government;
  • Certificate for SC/ST/OBC;
  • Identity Card of Freedom Fighter;
  • Arms License;
  • Property documents;
  • Pension documents (Pension Book/Pension Payment order, Widow/Dependent Certificates, Widow Pension Order);
  • Railway Identity Cards;
  • Rations cards;
  • Birth certificate;
  • Student Photo Identity Cards;
  • Driving Licenses;
  • Bank/Kisan/Post Office Passbooks;
  • Income Tax Identity (PAN) Card;
  • Gas connection bill;
  • Aadhaar Card issued by the UIDAI.

These documents are required in any country of the world to get a passport but India’s issues regarding border conflicts and pre-independence-related problems cause some special considerations. All these prove are verified by the Passport Seva officials and police in the process for the passport application and renewal. Photocopy of these documents are also mandatory to submit with the application form.


  1. Certain additional documents are needed for some categories, like the residents of Jammu and Kashmir and Nagaland, family members of serving or retired Government and PSU employees or students not residing in their home area for passport application. The Government of India has got the Ministry of external affairs launch a new mobile app called MEAIndia that can help with your passport, visa, and if abroad, get consular assistance, or even ask questions of the external affairs minister, all on your smartphone  from anywhere in the world through Android and iOS platforms. The ‘MEAIndia’ application, being launched by Foreign Secretary Ranjan Mathai, will help users find out the nearest Indian mission or post for emergency consular assistance, if required, and also find out how to undertake the Kailash Manasarovar Yatra and Haj Pilgrimage, according to a ministry statement.

The MEA is the first government department to have a mobile app for smartphone users. Developed by engineers from National Informatics Centre, Silver Touch Technologies and MEA under-secretary E Vishnu Vardhan Reddy, the MEAIndia app is one Aspiring project that is going to get thousands of users with its launch.

The MEA envisages the application be a “one-stop shop” for you. From getting updates from all the 124 Indian missions in the world, to getting information for consular access in case you are abroad, to booking yourself for the Kailash Manasarovar Yatra, everything is now available on your fingertips. It doesn’t end there. The Regular quiz will be conducted with users on foreign relations to increase interactivity with people. The app will let the users to directly ask questions about India’s foreign policy to none other than India’s foreign minister Salman Khurshid “on the go, anytime, anywhere and get answers to your queries directly from him on foreign policy issues that matter to you most”. That is your Right-To-Information power at the finger tips.

“Whether it be information on passport status applied anywhere in India or location of centres which attest documents in India, or pilgrims travelling to Saudi Arabia for the Haj, this one stop-shop will provide you all you need to know,” said Mathai, who played the lead role in the development of the app. “Diplomats were earlier encouraged to work in anonymity but the requirements of communication have changed and evolved and so have we in MEA,” he added.

The Passport Seva system launched new online Payment services for the passport applicants. The New services of online payment based appointments, applicants will be required to make payment at the time of booking appointment on the MEA website. Passport Seva Kendras was an assertive steps to deliver passport services to citizens in a timely, transparent, more accessible and reliable manner. After the operations for over the last one year, it was observed that despite taking valid appointment large numbers of applicants do not turn up at the Passport Seva Kendras. This was not only resulting in lesser utilization of processing capacity of the Passport seva kendras but was also causing denial of appointments for other genuine applicants. The Online Payment system was introduced to resolve the issue of non-availability of appointments and to reduce no-shows of applicants, Ministry has launched online payment System for booking appointments.

Online payment system is a payment based appointments in which applicants will be required to make payment at the time of booking appointment on the passport Seva MEA website. This Online payment system will only permit genuine applicants to book the appointment and number of no-shows will reduce. Online payment system follow the new process of payments that will be made while booking an appointment on the website either by Credit /Debit card (both Master and Visa) or internet Banking of State Bank of India. Applicants can also use the Challan option provided on the Website and deposit the money in State Bank of India (SBI) branch after generating Challan online. This online payment system is very effective and simple process which can be followed without any complications. The Challan payment will provide the confirmation of payment receipt by SBI in online system, applicants can take appointment.

With the new smart system, applicants will automatically give earliest available appointment and applicants can chose their available schedule. The online payment system will remove any confusion between appointments and payment. The Passport Seva Project (PSP) has transformed the passport issuance system across India as part of MEA’s e-Governance initiatives through an increased network of 77 PSKs. The Ministry is improving governance in Passport Offices by focusing on citizen-centricity, service orientation and transparency.

Online payment system procedure:

According to the new process, appointment date/time will be automatically allotted by the system as per the availability of appointment slots at the desired PSK. Prior payment of passport service fee will be mandatory for booking appointments at PSKs. An applicant will be able to cancel/reschedule the appointment only twice within one year of first appointment date. System will not allow booking of online appointment for that ARP once two reschedule options are exercised or first appointment was scheduled more than one year ago.



Create an online ARN for the desired passport service.

Select the Appointment Quota and click next.


Select your Passport seva kendra location and then Enter captcha characters displayed on the screen. Then click next.


Click “Book Appointment” to book an appointment to book appointment for the next Available appointment date that will be displayed on the system for your selected Passport Seva Kendra.

“Currently no appointment is available for the selected Passport Seva Kendra (PSK). Please try scheduling an appointment form <next availability date/time> onwords.” Error will displayed In case appointments are not currently available for the desired PSK/appointment Quota.


Select your preferred payment method. Steps for the payment are given below.


An appointment slot will be automatically booked by the system for the ARN, and the same message will be displayed on the screen.



Take the printout of appointment Receipt by clicking on “Print Application Receipt” and visit passport Seva Kendra on the appointed date and time along with receipt and required documents.


Online payment system support various payment mode in which candidates can submit their fee in following methods. Candidates will only allot appointment if they submit their fee. Various payment are:

Internet banking

Follow the following steps to pay through Internet Banking.

  1. Register at Passport Seva Online Portal at

  3. Click “Apply for Fresh Passport/Reissue of Passport” link under the services section.

  4. Creat an ARN (Under normal/Tatkaal)

  5. Attempt to schedule an appointment by clicking the Schedule Appointment link on the view Saved/Submitted Applications screen.

  6. Attempt to ‘Appointment Quota’ (Normal/Tatkaal). This option is available only to the applicants with tatkaal ARNs.

  7. Select the preferred Passport Seva Kendra for appointment booking.

  8. System will display the next available appointment date for the selected Passport Seva Kendra. After verifying the detail, click the Pay and Book Appointment button to redirect to the SBI’s Multi Option Payment System (MOPS) website. The MOPS screen will be displayed only when appointment is released for the selected PSK under the desired appointment quota.

  9. Select NET BANKING as the preferred mode of payment by selecting SBI or any other associate bank listed in the menu. Using the Internet Banking User Id and password to make Online Payment of indicated passport services fee.

  10. Login through the internet banking screening to make Online Payment of indicated passport service fee.

  11. After successful payment, applicant is redirected to the Passport Seva online Portal.

  12. The Appointment Confirmation screen is displayed along with appointment details.

  13. Click the Print Application Receipt button to print the Appointment Receipt, which contains details of the payment made along with the payment Reference Number as proof of payment.

Credit/Debit Card

Credit/Debit Card payment is the easiest way of payment.

  1. Follow step 1 to 8 in the Internet banking.

  2. Select CARD PAYMENTS as the preferred mode of payment by selecting the desired Debit or Credit Card payment option listed in the menu. Login using the Internet Banking User Id and password to make online payment of indicated passport service fee.

  3. Applicant will need to provide necessary card detail as per the following self-explanatory screens.

  4. After successful payment, applicant is redirected to the passport seva online portal.

  5. Appointment Confirmation screen is displayed along with appointment details.


Challan Payment

Citizen applying for various passport services (Fresh Issuance/Reissue of Passports/IC/PCC) online through the Passport Seva Online Portal have an option of making respective application fee payments at SBI branches through a system generated challan. Applicants need to take a printout of the system generated challan and submit it at a nearby SBI branch along with the indicated application fee in cash. Payment will be reflected after at least two working days of depositing the fee in the SBI branch. Application can try booking PSK appointments once the Payment Status is displayed as ‘Success’ in the system. Steps for the Challan Payments are:

  1. Follow step 1 to 4 from Internet banking

  2. Click the Pay using Challan link to navigate display the make payment screen.

  3. Click the Generate Challan button to generate an SBI Bank Challan.

  4. Take a printout of this challan and deposit the same along with the indicated amount (in cash) at any of the SBI branch during banking hours. On deposition, SBI official will enter the fee payment details in the system. The Transaction ID (Bank Journal Number) will be generated and noted in both copies of the challan. One copy will be kept by the bank and the other copy, duly stamped and singed by bank official, will be returned to the applicant. The ARN detail printed on the Challan will be validated by SBI and Payment status will accordingly be updated in the passport Seva system after at least two working days.

  5. The reconciliation process updates Passport Seva Online Portal regarding Payment Status of the challan. Applicant will be notified by an e-mail regarding the actualisation of the Challan.

  6. Applicant can also track the the status of the Challan using the Track Payment Status screen.

  7. Once the Payment Status is confirmed as ‘Success’ an e-mail will  be sent to the applicant (if e-mail ID has been provided while filling application form) to book a PSK appointment. Applicant needs to navigate to the view Saved/Submitted Application screen and click the Schedule Appointment link to schedule an appointment.

  8. Select the ‘Appointment Quota’ (Normal/Tatkaal). This option is available only to the applicants with Tatkaal ARNs.

  9. Select the preferred PSK for appointment booking.

  10. Click the Book Appointment button. An Appointment Slot (if available) is booked automatically for the selected PSK. Appointment confirmation screen with appointment details is displayed

Where to get Passport Application Form?

There are generally two ways to get a Passport Application Form:

Use a blue/black ball pen and write clearly. Fill out the Personal Particulars Form in duplicate. Also paste your recent color photographs (size 3.5″ x 3.5″) wherever applicable. The photographs should ideally be in white background. Read out the Blue Information Booklet for more instructions. You do not need to submit to Blue instruction booklet with the form.


What are the document required for Passport?

What are the fees for Application of Passport?

The Application fee is required to be paid in cash or as a demand draft (DD). Post offices usually accept demand drafts only. To pay the application fee as a DD follow the instruction below:

  • Draw a DD of the required amount in favor of the concerned Regional Passport Office.

  • Write your full name, passport application number, address & phone number on the reverse of the DD.

  • The DD details need to be mentioned on the first page of the application form.

  • Attach the DD to the application form.


Is Photocopy the Application Form Necessary?

Photocopy of completely filled Passport application form is necessary for the future reference. You can make a photocopy of the DD as well. No photocopy of your Original Document is needed.

Where Submit the Passport Application Form?

The Passport Application form could be submitted in a Regional Passport Office, post offices that accept passport applications, or any other approved centres. You can search for your nearest Regional Passport offices on Passport Seva Portal.

  • Carry originals of all the documents attached to the application.

  • It is a good idea to carry a stapler and a glue stick on the day of submission.

  • The originals will be returned to you on the spot after verification.

  • You will also receive a passport application receipt with the File Reference Number (for example, HYD-W134787-22). Keep this information carefully.


How Police Verification is done?

The police verification will be completed by the nearest police station. You need to enter your file reference number to view the status of your passport. Once the status shows “Police verification is pending”. If police verification does not take place within a month, visit the nearest police station and find out the contact details of the police officer responsible for passport application verification and contact him to request for faster verification.

When will I Receive Passport?

You should receive your passport within a month after police verification is completed if all documents are in order. You have to physically present to receive the passport. The Passport will be sent back to the Regional Passport Office if it no received.

Emigration Clearance System

“Emigrate” and “Emigration” means the departure out of India of any person with a view to taking up any Employment (whether or not under an agreement or other arrangements to take up such employment and whether with or without the assistance of a registered Recruiting Agent (RA) or Employer) in any country or place outside India.

‘Emigration clearance (EC) is a kind of legal authorization for ‘emigration’ obtained in the prescribed manner and form from the Protector of Emigrants (POE).  Emigration clearance is issued under provisions of the Emigration Act 1983.  This authorization is currently issued in the form of a ‘security sticker’ duly signed by the POE and gets pasted on the Passport of the emigrant who requires Emigration clearance.

Indian passport holders are classified as

  1. ECNR (Emigration Check Not Required).

  2. ECR (Emigration Check Required)


Emigration Check Required (ECR)

All Indian citizens whose Passport has been categorized as “Emigration Check Required”(ECR) are required to obtain Emigration clearance(EC) from the POE’s before proceeding to specified “ECR Countries”  for the purpose of Employment.  As of now the Passports of all those persons whose educational qualification is below matric are categorized as ECR Passports. An endorsement (ECR seal/stamp/remark) to this effect is provided either in the second page or in the last page of the Passport (as given in Pictures below) by the Passport authorities at the time of issue of Passports. Emigration Check Not Required (ECNR)

All those persons who’s Passports do not bear endorsement of ECR seal/stamp/remarks are all exempted from obtaining ‘Emigration Clearance’ from the POE.  The following is the list of persons who do not require “Emigration Clearance” or the persons eligible for ‘ECNR’ Passport:

  • Indian nationals born abroad;
  • Indian nationals holding a matriculation certificate or above certification of education;
  • All holders of diplomatic or official passports;
  • All gazetted government servants;
  • All income-tax payers (including agricultural income-tax payers) in their individual capacity;
  • All graduate and professional degree holders (such as doctors, engineers, chartered accountants, scientists, lawyers, etc.);
  • Spouses and dependent children of category of certain holders of ECNR passports;
  • Seamen in possession of a CDC;
  • Sea Cadets and Deck Cadets who have:
  • Passed their final examination on a three-year B.Sc. Nautical Sciences Course at T.S. Chanakya, Mumbai; and
  • Undergone three months’ pre-sea training at any of the government-approved training institutes such as T.S. Chanakya, T.S. Rehman, T.S. Jawahar, MTI (SCI), or NIPM, Chennai, after production of identity cards issued by the Shipping Master at Mumbai, Kolkata, or Chennai;
  • Persons holding a Permanent Immigration Visa, such as visas issued by the UK, USA, or Australia;
  • Persons possessing a two years’ diploma from any institute recognized by the National Council for Vocational Training (NCVT) or the State Council of Vocational Training (SCVT), or persons holding a three years’ diploma or equivalent degree from an institution such as a polytechnic recognized by the central or a state government;
  • Nurses possessing qualifications recognized under the Indian Nursing Council Act, 1947;
  • All persons above the age of 50 years;
  • All persons who have been staying abroad for more than three years (whether in one continuous period or in aggregate), as well as their spouses;
  • All children up to the age of 18 years of age.

Police Clearance Certificate (PCC)

A Police Clearance Certificate is an official document issued by police agency or government of India to enumerate any criminal records that the applicant may have. Criminal records may include arrest, conviction, and possibly criminal proceedings, along with the reason for and the nature of each case for which there is an evidence/record.

The basic concerns of police department is to keep a track on applicant’s history, nature and whole period of the applicant’s residence in that locality. According to the Passport Act, 1967 The Police Clearance Certificate is required for each visa applicant aged 16 years or older. The Police Clearance Certificate is cleared by certain laws of Passport Act 1967.


Purposes of Police Clearance Certificate

  • Applying for vocational positions requiring clearance;

  • Seeking to immigrate or obtain visas; and

  • Satisfying an individual employer’s request.


Period of Validity

A Police Clearance Certificate must be valid on the day your visa is issued and it is valid for one year from the date of issue.

How to apply

  1. Go To Passport Seva Portal –

  2. Register New User ID by clicking on “Register” link under the Online Application Filling section on the Home Page (No need to register if you already have user ID).

  3. Login to the Passport Seva Portal with the User ID created in Step 2.

  4. Click “Apply for Police Clearance Certificate” link.

  5. Fill in the required details in the form and submit.

  6. Click the “Manage Appointment” link on View Saved/Submitted Applications page to schedule an appointment at a Passport Seva Kendra (PSK).

  7. Click the “Print Application Receipt” link to print the application receipt containing Application Reference Number (ARN)/Appointment Number.

  8. Visit the Passport Seva Kendra (PSK) at appointed time and place, along with original documents.

  • Proof of residence

Passport File Number is the temporary unique number provided to the applicant for passport status and other official use.
